making movies fit my tv screen

im using tmpgenc to clip my file size, i was wondering is there a standard size to make all videos fit the screen perfectly, im its like im watching a fullscreen movie

im trying coustom size center at 310x215 but still have some black borders

please help

dont know if this will help but i looked and looked for something to work on my 16x9 setup did not find alot so i started playing with my own templates and got one working good for my setup https://www.videohelp.com/forum/userguides/84759.php will get you started.... on my setup im working with a homemade 480X480 vcd not svcd template and it fits just fine .. dont know whats going on but the TV or DVD player will stretch it and it dont look wide like you would think ?????? oh and i use the crop on the top and bottom if my sorse file has black borders in it
