I am trying to put some VCDs on DVD and was wondering what software doesn't re-encode the video. I only know of Ulead MF 2 but I am having some problems with this.

There was another post very recently almost with an identicle question to this. Search the forum and I am sure you will find it. My answer was to use Ulead DVD workshop, will not re-encode compliant video streams if you tell it not to.

In Ulead DVD MovieFactory 2, you must check the box during the final burn stage that says DO NOT CONVERT COMPLIANT FILE.
If all of your source clips have identical CBR attributes, they will not re-encode.
If all of your source clips have identical VBR attributes, they will not re-encode.
If all of your source clips have MIXED attributes, then - yes - re-encoding will occur.
