when i converted a pal divx to VCD with a pal 4:3 aspect, my ntsc TV cut off portions of the video
will encoding into ntsc resolution from a pal source while keeping the 25 fps OK?

If you mean the edges are cut off, it's caused by overscan and has nothing to do with your PAL/NTSC conversion. Do a forum search on "overscan" and you'll find lots of information.

yeah, i'm aware of overscan but my TV seems to be cutting off a lot more than the agreed max of 10%
but back to my original question...is it ok to encode a PAL source @ 25fps into NTSC resolution...just so it's more native on my TV
or am i totally off base here ??? -
well into NTSC resolution and framerate yes. NTSC resolution and leaving it in 25fps would be a no no.
