I have a 29.97 clip that has the telltale 5-frame pattern of telecining....except that it has already been deinterlaced, so the once interlaced frames are now blurry progressive frames.
I would like to IVTC so I could encode at 23.976....but can even a good IVTC filter, like Decomb, work with fields that have already been blurred? How well do its field matching algorithms work in cases like this?

Decomb will work perfectly. Just skip the telecide() portion and just use decimate(cycle=5).

DECOMB will do a good job, BUT you will still have to use TELECIDE and DECIMATE. Just use the POST=TRUE to do some blending of your "blends". I run across one of these occassionally, and this is what I do. My source is animation, and it turns out pretty good.
