Probably the easiest way to create a (S)VCD from DVD and include the subs would be to use DVDx. Check out Sefy Levy's complete DVD backup guide here: https://www.videohelp.com/sefy/ and in particular the section about encoding from the DVD with DVDx, here: https://www.videohelp.com/sefy/?id=direct1.html
This probably isn't the best way to go in terms of video quality but it is easy and effective. By all means check out the subtitle guides on doom9.org however most of these methods require alot of steps and can be very time consuming. Goodluck.

  3. Personaly i'm not a big fan of "All-In-One" programs, at either rate, DVDx does not offer the best encoding quality, or matchable to TMPGEnc, i'd recommand you use the VirtualDub + VobSub method, you can follow this:
    http://www.digital-digest.com/dvd/articles/dvdtovcd/LSX.html

Just instead of LSX use TMPGEnc or any other encoder you like.
