TMPGenc is pretty easy, use the Mpeg Tools->Cut,Join utility.

just be careful cutting mpegs, you might end up screwing up the audio sync. better to edit as an .avi before you encode to mpeg.

it doesn't get better or easier than this one
mpeg2 cutter, renames file to .VOB after cut, one just puts the .mpg ext back
this is what you're lookin for (oh yeah, it's free )

  6. It's very hard to edit MPEG2 successfully and keep the audio in sync. Even expensive MPEG2 editors won't guarantee anything. Oddly enough, the one programme that I've tried recently that works well is DVD Shrink! It's just a pity that it won't accept MPEG files directly. I usually author the MPEG2 as a DVD onto my hard drive, then load the .vob file into DVD Shrink and use it's cropping facility to output various "cut" MPEG's (make sure you make different DVD folders on your hard drive for each part). Then re-name the new cut .vob's to .mpg and load those into DVD Movie Factory to burn onto disc. I've yet to have anything go out of sync or have loads of errors in it, but it's a VERY messy way of doing things!!
