What I do is to extract the audio in a WAV file (with VirtualDUB -> Save as WAV) and then use CoolEdit to normalize the audio to 75%. There are simpler "normalize" programs for WAV files and a google search will direct you to some. However, I recommend using CoolEdit (either the 2000 version or the Pro version - which is a bit pricey but worh every bit).
And after doing this, you can either re-join the audio with the video with VirtualDUB (use WAV Audio), or if you are going to do MPEG, you can use the normalized WAV file instead of the interleaved audio in the AVI as a source to your encoder (Tmpgenc and MainConcept offer this option for sure, CCE I would think it does also).
EDIT
PS. It appears things just got simpler. I remembered VirtualDUB was recently enhanced to allow audio filtering. Just checked it and it includes a gain filter. It's not as precice as normalize to n% of max as in CoolEdit, however with a couple of experiments you can find the right gain factor to amlify the audio. Use direct stream copy for video, full processing mode for audio and then enable advanced filtering. Add the gain and the output filters, configure gain to, say, 2.00 and run saving to a new filename. The more I learn, the more I come to realize how little it is I know. -
using the 2nd method - i get an error
audio filter graph has internal branches
