I have a DVD-9 that I split (vts_01_0-vts_01_4 on disk 1 and vts_01_5 to vts_01_7 on disk 2 ). I also have a vts_02_1.vob (and the other files that go along with this one. The vts_02 file was not part of the original disk, but I want to add it to disk 1. This is a vob that has a "Please insert disk 2" screen. Does anyone have any recommendations on how I can add it to disk one? (i.e. I want to play the first half of the movie and then have that message come up? Thanks in advance?

have you tried putting just the vobs of disc one in a folder and add the new vob then rename that vob to vts_01_5.vob.
then create new ifos with ifoedit, that should do it.

This may be a stupid question, but do I just copy the vts_01_* files into a separate directory and rename my new file to vts_01_5? Or do I need the VIDEO_TS vob as well?

just copy the vobs 1,2,3 and 4 to the new folder then add the other vob and rename it.
when you create the new ifos with ifoedit it will make fresh video.ifo and vts_01.ifos.

That MAY work. However, to be safe, you should consider using VOBedit to make sure your VOB ID numbers are sequential. See the guides on joining VOBs.
