asus v7100 dc problem w/ fps

hi all,
i know that you've heard of asus v7100 serie capture card.
i recently bought the deluxe combo. and i'm running win2k.
anyway, i've haveing problems with the capture.
i read in the 'capture forum' that this card dont work very well under win2k.
the problem is this, i want to capture live video as it plays on my vcr. the output is horrible, it was playing really fast. i recorded at default at 30fps. so i thought that at this rate its too fast. so i changed to 10 and 8fps.
ohcay, that appeared to work. but that's the problem, sometimes i see that it was also captured at 30fps.
so its like overriding my setting.
after i read on the other forum, i realize that it plays so fast becuase many frams were droped.
so, anyone, know how can i.. you know, fix this/get around it. pls help.
or should i just run it under win98.
