    Use something like ogmdemuxer to extract the audio and video streams from the ogm file. Use whatever audio tools you prefer to convert the audio stream (which is usually ogg vorbis) to an uncompressed wav file. Load the video stream (.avi) and the wav file in to VirtualDub, set the video to "direct stream copy" and the audio to whatever compression codec you want, and save a new AVI.

    OGM is a sort-of-unofficial file type based on the Ogg project. Technically, the correct file extension would be .ogg, but since that's commonly used for Ogg Vorbis audio-only files ogm is used for convenience. Ogg is a container format that can contain multiple streams, just like an avi or vob file.

    The Ogg project is free and open-source, and is working on free codecs to go along with its free container. However, the only significant codec that has been completed is Vorbis audio, which is generally of higher quality than MP3 at the same file size. ogm files typically use Vorbis audio and DivX or XviD video. They also sometimes include subtitle streams in SSA format.
