I always wondered. In tmpgenc when I select a VCD I can choose either ntsc or ntsc film. One is 23,976 fps the other 29,97
When selecting an SVCD I can also choose ntsc or ntsc film but both are 29,97fps. So what is the difference? or is this a typo?

Film is always 23.976
NTSC standard is always 29.97
See https://www.videohelp.com/vcd and https://www.videohelp.com/svcd for greater detail.
If it is showing as that IN TMPG, I'd suggest changing it to as it "should" be,.~~~Spidey~~~

That is what it says in the first step of the wizzard. Guess it is a typo then.
