Is there a good video editing program that will allow me to change the frame rate of the video?
I love to make music videos from DVD's, and sometimes I would like to alter the speed of a video and have it come out *as smooth as possible* and not choppy.

There is an AVI framerate utility in the tools section that works okay. It doesn't change the framerate, it just changes the headers. It's useful for captures that are 29.9683 fps.

did you try Virtual Dub? Just go to Video--->Frame Rate
and it's right at the top under Source Rate Adjustment.

virtual dub will actually speed it up or slow it down with frame rate adjustment. basically just takes the available frames and plays more or less of them per second. for a real frame rate conversion keeping the same play speed I've been using quicktime pro lately. didn't even know you could export to AVI with it with a different frame rate.
