sound is 2secounds diff. from video

I need help with my vcd's. almost any movie i download it works good on my pc but when i encode it, burn it and play it on my dvd player/burner the sound is diff. then the video. for example some one may say "Good morning" the lips whould move but the sound comes out 2-3sec. later

if it's off by the same amount the whole way through just demultiplex the file, then use a sound editor to cut/add 2 seconds (or whatever) at the beginning of the audio file, then multiplex your edited audio back with the original video.

if it starts out in sync but gets progressively more out of sync as it plays demultiplex the file, then use a sound editor to stretch/shrink the audio by however many seconds it ends up being off, then multiplex your edited audio back with the original video.
