    I know there are plenty or 3rd party TV viewing programs out there (PowerVCR etc), but is there any for cards with built in FM tuners? I have the Pixelview PlayTV HD card, with built in FM tuner, and the bundled software is pretty crap for. Are there any programs that have an FM function for cards with FM tuners?

    Yes, I have one. It is Hauppauge WinTV-FM. The bundled tuner program is also quite good.
