Hi,
one of the great things on a DVD is the chance to switch languages; anybody got an idea if one can burn e.g. an english and a german soundstream on the same vcd?

Yes, however this will cut into your total bitrate. I don't know what programs you are using so let me skip to the end step:
1) Encode only the video file (MPV, M1V, M2V)
2) Encode each audio file seperately (MPA or MP2)
3) Mux MPV + MPA1 + MPA2 -> mpg w/ bbMPEG
To switch languages you'll have to hit the 'audio' button on your remote. Use a bitrate calculator (look to the left under Tools, vcdhelp.com's one is good) to figure out the bitrates for everything. -
No dual audio tracks is only available for svcds, not vcds.
If you want two languages on a vcd you have to put language 1 on one channel and language 2 on the other. So each language will only be in mono. To switch between languages you will have to either unplug one speaker or the other or switch speakers via your hardware setup if it allows it.
But if your making a svcd just follow Vejita-sama's directions and you can have two stereo tracks, one for each language.
