Just got a new Pc (2.5 GHz P4). The Asus vga card got video inputs, composite and s-vhs. When I try to capture with virtualdub at 25 frames/s I capture at 16.67 frames/s, exactly at 2/3 of the frame rate I want. This happens at all resolutions. Capturing at 37.5 frames/s results in 25, again 2/3 of the frame rate I specified. However, sound is also distorded.
Because it is exactly 2/3 of the specified frame rate it looks like a driver problem.
Any suggestions would be appreciated.

Did you try matching the frame rate of your source? is it NTCS or PAL? NTCS is 29.97 I drop a ton of frames trying to cap at 25 but 29.97 works just fine. Geforce4 4800 SE, Athlon 2400.

The source is 25 Hz pal., so that should not give any problems
