I don't know what is causing this error, but honestly, Windows 7 is 14 years old at this point and upgrades to Windows 10 are always free. Maybe you should look into upgrading.
I haven't had a single PC where Win10 ran worse than Windows 7 (and I upgraded a LOT of PCs)

    版本较低的Windows系统自带的终端可能不支持本程序,替代方案:在 cmder 中运行。

The terminal that comes with lower versions of Windows may not support this program, alternative: run it in cmder.

The author has given the program!

  4. Kartik: Perhaps you may want to look into getting a Beelink mini-pc like I did. They come with Windows 11 installed.

When it comes to N_m3u8DL-RE I abandoned using it on Windows 11 because of a issue involving ANSI. Fixing that from what I researched would involve doing a registry edit and I decided just give it a try on the Windows 11 mini-pc. I have had some success thanks to launching a thread here at Video Help. Other posters showed great kindness and patience toward me and I got a grasp on how to use the program.

I don't know if it is on any use to you but I made a folder on my Desktop just for N_m3u8 with what is necessary for it to work off of. I have another folder just for YT-DLP and what is required to make it function.

A terrific thing about the mini-pc is it has some USB 3 inputs so that increases file transfer speeds. Windows 11 is certainly not what I am used to and I still use my Windows 7 Desktop for many tasks. But overall one can adapt and learn the ins and outs of this new operating system over time.

Here is a link to what I learned about N_m3u8DL-RE:

    https://forum.videohelp.com/threads/410007-N_m3u8DL-RE-Giving-It-A-Try

Perhaps it will be of some use to you; but I can already tell you are more adept then I am but you never know it may yet be of use to you.

  9. N_m3u8DL-RE no need anything to work. and in one of my 3 laptops (plus one desktop pc), i have win 7 x64 like you (with intel 7 cpu) and RE work fine

also i have cmder to replace default cdm window. but your problem isn't win7 or cmder or simply cmd window, i think you don't run right command from you have the RE .exe
in cmder you run RE --version from cmder\bin folder .... but RE it's really in bin folder ??
you need to run the command from path do you have put RE.exe

simply put exe file and run trough cmd window

  15. I think the suggestions upthread regarding updating to Windows 11 are very sensible; running an unsupported OS is asking for trouble.

However, it seems that this error is related to two missing software updates, Microsoft Visual C++ 2015-2019 Redistributable and KB3063858.

It could well be that this is the problem.

    You could install: https://github.com/abbodi1406/vcredist/releases/download/v0.75.0/VisualCppRedist_AIO_x86_x64.exe

This is from this GitHub repo: https://github.com/abbodi1406/vcredist

It will just install all of them in one go

But please upgrade to at least W10 so you are on a supported OS. Running W7 online isn't a great idea anymore.
