  3. Selur is correct. HEVC uses techniques that aren't included in the AVC spec. So you can't just "lie" and say the HEVC video is AVC.

  4. The only thing you can do without encoding is "changing the container".

    Let Windows show you video file extensions, and just write to the end "MP4" instead of "MKV", or vice versa

    And try not to convert any HEVC to AVC. Because you will have to use a higher bitrate than the source to get the exact video quality. And that will result in a bigger file size.
