I have converted a home video DVD to Mp4 to play on my Ipad.....however the playback has what I call "lines" horizontally across the screen.....especially moving objects.....
How do I correct this on the final video......

Bad deinterlacing. For best quality, you really ought to start over with the original... (we should be able to greatly help)

Give us more dete's on the source file (MediaInfo detailed text readout is best) and the apps/platform you're using to do this.

    You can't.

Frankly, it does not look good, I fear that given the "double" interlaced lines is it already bad on the DVD but upload a few seconds from the DVD (Use DGIndex ) and we can see right away if it's OK on the DVD or fubar.

This film is presented in it's original 2.35:1 aspect ratio. The black bars at top and bottom are normal. (it's you that isn't normal)

I've seen that pattern before and it occurs when an interlaced video is resized without taking the interlacing into account.

  6. Export a small section of the video at full size. The improperly resized interlacing may only be occurring in your NLE's GUI.

The screenshot is from Womble, and that's how it displays interlaced video by default. There is an option if you right-click to "Deinterlace image" for the preview window (not for the export).

I don't think there is a way to properly export an MP4 for your iPad using Womble when your source is interlaced. With the version I have, there is no option to output it as interlaced MP4, and no deinterlace filter that I can find.
