I have extraxcted (with the expert help of you guys on here) a clip from a damaged original disc, and am converting it to play on my iPad via HANDBRAKE. I have done a slight edit in MPEG Video Wizard.
The playback in MPEG Video Wizard has horizontal strips across it on moving subjects as below, what is it that casues that effect. and does it affect output quality.
The original DVD is a Pro shot commercial release on a DVDr format and I reside in PAL UK.

If I get what you mean by "horizontal strips", all you need to do is deinterlace your video to get rid of them. But beware: although this will make your video look better on an iPad/computer monitor, it won't look as good as the original if you play it on a TV screen. Leave it interlaced if there's even a 1% chance that you'll be watching it through a TV ever again.
