Converting AVR File PLEASE HELP!!

I have a AVR Video file that I can not get to play on anything. I also can not convert it into a different format. I HAVE to be able to get the video to open. I have been working on it for weeks with no luck. Please help!

Is this from a set-top box? What have you tried to open (play) it in? What software have you tried so far?

it is from a parking lot surveillance camera . I can't name one software that I haven't tried. Nothing works. Frustrating!! Supposedly I need a old macintosh OSX similar to MPEG2. I even installed windows 9 media player. It tries to play but its not good enough.

Surveillance camera manufacturers use their own custom players sometimes and files can even be encrypted.
Do you know the manufacturer of the surveillance system? The files are most likely MPEG-TS files.
If they are encrypted they won't play in anything. Try using MediaInfo to see what the files contain.
You can post a text only version of the results here for others to look at.

Try playing the file with mpc-hc,it should be able to decode it.

Anybody come up with a solution for this? I can't seem to get a security video I have that's .avr to play with any player either. The text from Mediainfo reads:

None of the solutions I've read about seem to work. Any info would be much appreciated.

That looks like a raw h.264 video. Rename it .h264 instead of .avr. Then you can use a muxer to mux it into a MP4 or MKV file.
