I plan to have the picture of a map in background and video from people from different location popping up from different location from where they are on the map. Anybody would know how to do this?
I'm a newbie in video creation but I an an IT professional. I could buy software to do it if not too expensive.
Any suggestion would be appreciated. Thanks

Depends on what you had in mind exactly. You need to clarify some things. This determines the options for the types of software you could use:
Clarify "video from people from different location popping" - is this "regular" video or prepared with alpha channel (transparency) already like greenscreen footage?
Did you want just the person popping up (e.g. alpha channel), or the whole video popping up , including the background of the video where the person was recorded ?
What orientation Is the background map? Is it flat and parallel to the z-axis (are you looking at it flat on)? Or are you looking at it from a perspective view ?
How did you want them to "pop up" ? Are present there already? Or not visible and scaled up from nothing? or "popping up" as in flat in the z-axis, and rotated up on the x-axis ?
Do you have these assets already? The map, the video(s) ? -
There's always a solution ... being a qualified IT tech myself.
The question should be "what format" it will be delivered in ?
Flash, bluray, dvd, html5 (mouse over location for video to open in embedded player popup window) ... choices -

I do not plan to use transparency, simple video with background included. The video should come out of a specific location on a standard flat picture of a map. Like a small bubble or dot growing to become a full size video covering most of the map. Video format will probably be mp4 or any easy playable format. Will be played directly from a laptop through HDMI on a big screen TV.
The videos will be given by many individuals probably taken on their smartphones.
This is a project for my wife's grandmother who will be 100 years old! The children and grandchildren are living in many areas across Canada. That's where the inspiration of the map comes from.
I have more crazy ideas but we'll start there for now!

Basically any video editor with a timeline and multiple tracks can do this. A non linear video editor (NLE) .

The usual favorites are sony vegas, premiere pro, fcpx if you're on a mac . The "studio" versions are less expensive - sony vegas studio platinum, premiere elements, corel videostudio, but they are all you need for something like this
Freeware that can do this is aviutl , blender's vse (difficult to use), lightworks
"Small bubble or dot growing" implies using a mask reveal, since most video will be "rectangular" or square in dimensions. This rules out things like Windows Movie Maker and other simple video editors, because you need multiple tracks
You should list your "crazy ideas" out now - because you don't want to start just to find out later a "gotcha" or roadblock because of a limitation in the software, or maybe there are faster/ better/ less expensive ways of achieving what you want to do -

Actually, the simpler the better. A rectangle or square will do fine. Movie maker is simple to use.
What about having many small videos playing at the same time and moving around to eventually shape like a heart? -
For the heart shape arrangement idea - that still rules out things like movie maker because you need to be able to keyframe the position of the individual videos (you need control over the timing and position of each) , and you need an overlay track for the individual videos (the videos of the family members are overlaid onto the background "map") .

Perhaps you could get some inspiration from the second video in this AviUtil Tutorial for your project.
It shows something about multiple layers, use of masked layers, use of key frames (called Midpoints in AviUtil) for effects - in your case the ""bubble up".
Similar things can be done in the NLE's mentioned by poisondeathray. -

How many video clips?
Post your map image. Post a duplicate map image with numbers on location of map where you want the videos to pop up. The numbers should be the sequence of videos. I'll compile a project and post the project file. Then you open the project in Aviutl and change the reference to your video clips.

I guess someone with experience in high-end editor would have figured it out but it is perfect for me.
I will work on my stuff and I will post the result once I get it all together.

In aviutl I tried to save to AVI but I just had a black screen, what am I missing?
Also, the sample videos are quite short (approx 4 seconds each) and when I zoom out there is not enough time. I could either zoom faster or have a fix frame while I zoom out. How can I do any of them in aviutl?

I am quite advanced in the project. I have multiple videos on different tracks. I added movement and zoom to each of them.
Last night I saved the project and today when I reopened it, I lost all sound from my videos. I checked and the sound is aligned with the video as it should.
I don't want to star all over again.
Any suggestion?
