I have some DVDs with chapters that are every so many minutes and I would like to make the chapters specific to specific scenes. Is there a way to create chapters without rendering the DVD again?

DVDRemake Pro. Or if you want free solutions you can use pgcedit, not as simple though see https://forum.videohelp.com/threads/288414-question-about-how-to-add-chapter-points-to-...ready-made-DVD

VobBlanker. It adds chapter points where you want them, but cannot remove existing chapter points automatically. So, use VobBlanker first, then PgcEdit to remove the old chapter points. (Double-click on the main movie PGC, then in the PGC Editor window, click on the "Edit Chapter (PTT) Table" button.)
Note that VobBlanker can add chapter points at GOP boundaries only. In other words, with a precision of approx. 0.5 seconds. If you want a frame accurate program, use VideoRedo, but it is not free.r0lZ - PgcEdit homepage Hosted by VideoHelp (Thanks Baldrick)
