For simple, easy, and relatively low cost, ULead DVD MovieFactory does it well.

When I tried to load it Ulead said '(file Location) is not a compliant mpeg file, please select a DVD/VCD/SVCD compliant mpeg file.' Does anyone know how to correct this?

Forget Ulead and others. For me the best program to put menus and chapters in VCD is VCDComposer. And it's FREE.

TSCV, VCD Easy and VCD Composer are all just GUIs of VCDImager.
VCDImager may not be the easiest way to put menus and chapters on a VCD but it is definitely the most powerful and flexible way. IMHO, it is the "best".

Yea. It's not easy at all. I put menus and entry points but I can't make an image for some reason.

I just learned to use MyDVD, by Sonic. All drag and drop and covers all formats -- came with my burner so I don't know if it's available in a free ware type thingy -- every thing is if you know where to look I guess!.
Any way -- I like the program but I am knew to all this stuff so my opinion does not carry much merit at this time.
