whats the best Ac3 Encoder in matter of quality? and is there any software to downmix and encode at the same time? or it will delete sounds in extra channels? and if I have 5.1ch here in my dvd should I downmix channels or better to just get Left right and I?

The best AC3 encoder I have used on the consumer level is Vegas Video 4.0 and version 5.0
If you must convert 5.1 to 2 channel you can use BeSweet for this, it will downmix and encode all at the same time. There is an option in BeSweet to make the downmix Dolby Pro Logic compatible but I never actually tested this option. The quality of BeSweet is okay but not studio quality by any means. Can't beat the price though.
BeSweet will not delete any sound information on the downmix.
