  1. I downloaded some videos in PAL format. I also burn a VCD(in PAL format) with those videos. I just found out I suppose need to use NTSC format in U.S. But the quality for the vcd I made is pretty good ( I mean same with the quality that I downloaded from). I just want to know that Is this really matter if I use NTSC or PAL?

    Yes it does matter in most cases. If your dvd player has a pal or multi mode then pal vcds should play fine on it, though in the future it would be best to always encode to ntsc if you are living in the US. If your dvd player doesnt have a pal mode or if the pal mode causes sync or pixellation problems, which is very common, then your vcd is not going to play properly. A pal vcd played on an ntsc television will be in black and white and will often have a scrolling effect. If this happens to you then you will need to re-encode those pal vcds to ntsc and reauthor them.
