    What header to select in TMPGEnc for merging two DVD mpgs?

    mpg-2 Program (VBR)?
    mpg-2 Super VideoCD (VBR)?

    The DVD mpgs were originally encoded with CBR.

    Why do you want to merge them? If you want them to be "contionous" on a Video DVD, you can just add them to the same title in TMPGEnc DVD Author.
    Joining mpg's is very prone to introduce audio desync. I'd say neither of the options you suggest will work.
