    How can I convert a .VCR video file into a format that will work with Premiere (mpeg and/or AVI)?

    Im assuming that these are .VCR captures using ATI? I think(but not 100% sure) that Main Concept can accept VCR files.

    Use the ATI Media Library(comes with MMC),right-click on file and convert.
