My VCD's are being shown in B&W on my DVD players whilst they are color on my PC.
Is this a problem with DVD player or teh Television?

This is often what happens if the video is in NTSC and the player only supports PAL (or vice versa).
What format is the disc, and what is your TV/standalone player?

I agree with the Druid, tho I would suspect the TV rather than the DVD player as the problem component.

That's true bugster...
I believe some DVD players can be switched to only output NTSC/PAL depending on your TV set, and they'll do a conversion 'on the fly' if needs be. -
They are probably PAL VCD's. You computer doesn't care, but an NTSC TV will show B&W ( and other things, but B&W is the obvious sign).
