Moving Menus for Svcds With Ulead DVD Workshop?

Hello, I've been trying to find software to make some moving thumbnails in my Svcd menus. I've tried Nero Express, and I've been advised to try Ulead Dvd Workshop, which I did. However, even after following the How-To guide on Ulead's site, I don't see the option for moving thumbnails when authoring (s)vcd, it's only there for DVD. I used version 1.0 and updated to 1.3 as well. I've read some posts here that seem to indicate that the program can make moving menus for svcds, but how? THanks.
