I have a downloaded clip, that is 29.97fps, it was telcined, and was deinterlaced by blending fields.
I want to return it to its orginal 23.976fps.
I know I need to decimate 1 out of every 5 frames.
But 2 out of every 5 frames are made by blended fields.
I fear its unfixable, because the frames caused by blending are right next to each other.
Any ideas?

Eh, there is no solution.
One frame can not be restored. If I decimate 1 out of 5. Jerky Motion.
Decimate the two blended frames. Jerky Motion. The blended frames themselves result in jerky motion.
Blending fields is EVIL!!!!!!!! It just ruins perfectrly IVTC'able material!
Don't even blend fields if you have purely interlaced material! EVIL! There is never a need to blend fields. Please point one out, if you can.
"I want to keep the full resolution, and I can't IVCT"
Remember that 720x480i is really just 352x240p.
That extra resolution is just an illusion.
