I tryed to download them to check it but just didn't succeed.
the mpd doesn't give nothing with n_m3u8dl-re, despite of adding referrer, host, user agent...
Also even after studying the forum, I still can't get unshackle/devine and stuff like this working... unfortunately.

For some odd reason, all Pluto on-demand content is 30 fps.

I think this is an artificial 30 fps, because the runtime is the same on Amazon (23.976 or 24 fps) and on Pluto (30 fps)

Yes, it is. Every 4th frame is doubled to get from 23.976 to 30 fps. You can get back to 23.976 by reencoding which takes time and degrades quality.
