How to make a fanmade ISO with the 99-title?

So here i am again, posting here for the third time in a row. What i am trying to do is the opposite of what people want to do with 99-title protected DVDs. What they usually do is remove it. What i am trying to do is to ADD it to my DVD master. Now, i've actually already gotten the fake titles added. My problem is making it into a playable ISO. The iso plays normally on VLC, but on an actual DVD player, it plays like shit. I already tried using ImgBurn for this, but it was worse for making this type is protection for home/fan-made DVDs. For the making the ISO, i used mkisofs instead. I actually know what the problem is: it's that in IsoBuster, the DVD-Video section is missing many files, while the UDF and ISO sections are complete. I have some 99-title DVD ISOs ripped, but they are absolutely complete in IsoBuster in all three sections. How can i make it complete in all 3 sections in mkisofs, or is there an alternative that isn't ImgBurn (as I have asked this on their forum too, but they never responded) or something that retains the hardlinked files that was done with the fake VTS files and also does not hardlink real VOB files?

BTW before you ask, I already know this can be bypassed, but I'm just trying to make the structure similar to some of the DVDs i already own in my collection

BTW, the command I am using is

mkisofs -dvd-video -udf -noatime -volid "FPG0NNW1" -o FPG0NNW1.iso "FPG0NNW1"
