The first two chapters link at 00:00:00:00, but the second thumbnail is correct. Which puts every further thumbnail off by one. I imported the timings correctly from shotcut (by putting a marker at the beginning of each video, exporting them in timeframe format, and finding a website that let me post them en masse and converting them to millisecond timecodes). Then pasting the list into the chapters. They all line up properly, but are off by one.

Fixed. First problem was the first two videos my friend gave me I put into shotcut...were basically the same (one was slightly longer). The thumbnails didn't match up because (and got more and more off) because the project framerate in shotcut wasn't the same as the export frame rate. I got the chapter times from the project. When I made the project 29.97, it worked.
