Convert mp3 to mpeg

Looking for software to convert mp3 to mpeg and then back to mp3. I have to record audio in mp3 and then edit in mpeg and then back to mp3 to email it to a radio station.

You can use clever FFmpeg-GUI.
Load your mp3, click main page, click multiplex.
Set mpg as container and click multiplex.
Done.

Remember that you will have 2x quality loss...

Maybe then someone will record radio audition to mp3, share, other person will upload to Youtube (AAC cmpression), again someone will download and recompress to MP3 etc. etc. etc. ..

With a simple remux from mp3 into a mpg container there is no quality loss.

Why do you need mpg? edit the mp3 directly.

Because the editor I use only edits MPEG. Mpeg Video Wizard. I know it's old but I've been using it for over 10 years and It does what I need and I like it. I just need a simple editor... no bells or whistles.

VLC media Player with the Convert/Save function may be able to do what you want.
A sample of the type .mpeg file you want would help.
Because there are several levels of mpeg.
Are either of these what you are wanting?

Mpeg Video Wizard can handle mp3. No need to convert.
