Video play back issues

Hi i recently reformated my pc before i reformated my video play back was fine. I have my pc monitor and my 4k hdtv hooked up to my pc and watching films on my pc monitor is fine but as soon as i drag the film across to my tv i get alot of lag on the film and the same thing happens with netflix ect. Ive updated all drivers but im still having the same problem im hoping someone here can give me some advice i tried google but couldnt find anything matching the problem i have.

What player do you use? And all other details.

I use vlc player (Never had any problems with it before) gfx card is geforce 1060. I just dont get why its so laggy when ive never had this issue before im maybe thinking that it could be a bad install of windows 10 because im also finding that say if im useing facebook the page scrolls down by its self and the pc just doesn feel as smoth as it used to.
