How can you tell if L3 CDM was banned?

I few months ago I was able to download and decrypt without issue. Tried again today and now when I request an L3 license I get the following error in the JSON response body:

Does this mean my L3 CDM was banned? It still works with other services.

It looks like you are requesting the keys on Amazon.
It happens when you can't get the keys for some specific platforms because your CDM does not meet the requirements. But it doesn't mean that it's totally dead, since you said it still worked with other services.
