Ciip isn't Smooth

I shot this clip on my iPhone 11 pro,4k,24fps,rear lens and played it back VLC media player.
I can see it isn't smooth but I don't know why. This is one of a few and they all seem to be "lumbering along".
Any help with this issue is much appreciated..

Seems to me as smooth as 24fps is,.. (tried with vlc 4.0 and MPC-HC here)
Might be playback issue.
Wild guess would be that no hardware decoding but software decoding is used.
May be changing the setting under ' Tools → Preferences → Input & Codecs → Codecs → Hardware-accelerated decoding' helps.
