Is there any software that can chop up my movies to 14 minute chapters?

Did you know G+ photos can give unlimited uploads to videos less than 15 mins
I have loads of full length DVD movies burned to my PC as avi and mp4
Is there any software that can chop up my movies to 14 minute chapters?

I think mkvtoolnix can split by minutes. It will output a mkv.

Or else can you probably make some ffmpeg script.

But is it worth it? splitting and joining might cause some problems like freezing and sync issues.
