Can I create an original work using other peoples movies?

If I create a documentary titled, for instance, "Funniest moments in Hollywood movies" can I use clips from these movies? If so what kind of restrictions are there on the use?

Seriously though, all media is copyrighted these days and the media industry will not let you freely use their "intellectual property" without paying their licensing fees.
