My question relates to data transfer speed & how it may limits video playback of an HD movie. Following is the movie info:
Provided that I use external hard which has max data transfer speed of 23mb/sec would the above video properly play from my hard, because some frames are greater than 23mb. If they will cause trouble how may I rencode to have max frame not exceed 23mb/sec

Your video file has a peak bitrate of 28 Mbits/s. Your external USB 2 hard drive can sustain 23 MBytes/s -- that's 8 times more than the video's peak bitrate. You will have no problems playing that video from that drive.
