few vcd questions

1. Im tryign to make chapter with vcdeasy but it will only take the mpegs i have encoded in pal. I can tell it not to scan, but if i do when i burn them and watch in my dvd player the picture is all screwed up.

2. Anyone know of a program that convert mpegs back to avi. I used EO and for some reason i get an error on ever single codec i try to compress it into.

3. I used a few times to encode and burn to cd but for some reason it flips the movie upside down when it encodes. Is there any way i can fix this.

I also have another question

Every program ive seen to configure the bitrate of movies deals with first ripping from a dvd. Is there any program that can configure the bitrate of a avi or mpeg files.
