Ok guys I REALLY need your help!!
My mom got her purse stolen out of her car about a week ago, and we got the tape from the store...We need to be able to see the licence plate numbers!! There is a shot in the video where you can see the plate but not the numbers..Is there anyone that has any kind of software that can enhance the frame or a website that I can send the tape to have it done..... and is there any way that you can take the vhs and download it on to the computer. Anything that can help would greatly be appreciated. They got a lot of valuable things that belongs to my mom.

As an aside, let me say that this should be the responsibility of your local law enforcement representatives, morally if not legally.
Now then, those surveillance videos are generally of horrible quality. The tapes are recycled over and over, and are done with video length in mind, not quality, which doesn't make for nice sharp images.
You can capture the video to your PC (see the "How to...capture" over on the left side). Keep in mind that unlike in TV and Hollyrock movies, wherein they can take a 1x Polaroid snapshot of the moon taken by a man in Brazil, scan it in to some miraculous machine and (with lots of bleeps and flashing lights) enhance it so much that you can read the serial numbers on a lunar lander, there isn't a lot you can do, but sometimes you can improve major details slightly.As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. Your very right this does need and is going to the police!! BUt I just thought I would find someone on here that has the equipment to do this type of thing or know a company that does...

You're mom is the victim of a thief (at least not of a murderer!), and you are a victim of Hollywood.
When you see them "enhance" a video frame in the movies, they actually START with the closeup and work their way back. In the movie they show it in reverse, well, not actually, but thats a simple explaination.
In truth, if the resolution is not there to begin with, a computer can't put it in.
Oh, and the droids in Star Wars are fake too.

there is a process called computer assisted resampling but as
mentioned above, hollywood does a (faked) better job by far.
Sorry to hear about your mum's purse though... -
I must have missed something. You need to get the license plate number of your mom's car?
