Nothing is ever dumb on here. As far as I know all you need is:

CD Burner, some kind of encoding software,(if you need it), blank CDR's
    or CD-RW's.

I am in the process of attempting to make VCD's with Nero. I have the
movies encoded as MPEG-1 so all I need to do is burn them to a CD
    as a VCD.

There are alot of helpful people here so you may get alot more indepth
responses. Also, check out the Newbie Conversion section of the forum.
Just search for burning or Nero or which ever topic you are looking for.
I did this and found 100% of everything I needed.

    Goodluck

  3. Yes, if you convert the DVD to MPG format, you can then burn them onto regular CD-R with a CD-R burner. Then on some (not all) standalone DVD players, you can watch these movies. These are VideoCD's, or VCD/SVCD.

  5. There is no dumb question, only dumb answers.

    A few things for you:

1- Make sure your DVD rom is region free... If not you may want to have a look at the Firmware page to see if it can be hacked. This will save you a lot of trouble. http://perso.club-internet.fr/farzeno/firmware/

2- Get a decent ripping program to rip the dvd contents to your hard disk. This will make sure you don t burn out your DVD drive by letting your hard disk do the work instead. I recommend SmartRipper and DVD Decrypter.

3- For convertion to MPEG, you may use FlaskMPEG with bbMPEG, both freeware. They are easy to use and produce good results, they even handle subtitles.

4- If your video is longer than 70/75 minutes, you will have to split it into 2 other files. TMPGEnc, another freeware, does that well.

5- For burning to VCD, you can use many programs. Nero, EasyCD Creator Deluxe or Platinum work well, I use WinonCD 5 Power Edition.

Any question, feel free to ask. We were all newbies once.

    Cheers
