The quality goes down, of course, partly just from reencoding and partly from increasing the resolution but using the same bitrate. Nothing can be gained by increasing the resolution, even if you were to increase the bitrate.1. Keeping the bit rate constant if I increase resolution what would happen to the quality?
Try yourself and see. I don't know the answer, or even if there is an answer, or even if one produces better results than the other.
