I have an Mpg file I would like to make in to a VCD but it is 898mb does anyone know a way I could split the file to burn it to 2 vcd

You can use TMPG to split file wherever ya want...just use cut/join under the mpeg tools menu.
But if it was me...and movie was that close..I would reencode as a nonstandard VCD- Mpeg1 file ( using lower bitrate) and burn on one disc...
