Please help a newbie!
Can I put my PAL VHS into a VHS/DVD combo recorder (like Samsung VR350) and record a DVD readable on either a common North American or a "Region Free" player?

Only a small number of DVD Recorders will record in either format. Most may play back either, but will only record in one. I don't know of any combo units that do it. You would have to buy a specific unit to do this.
Region Free is not the issue, as any disc you create in a DVD Recorder is region free. The issue is PAL vs NTSC.Read my blog here.
