    I've a file in .dat (vcd 1.1) format, Is there a way i can edit this .dat file and extract smaller segments or make mpegs out of it.

    Rip the dat file to your HD with VCDGear. http://www.vcdgear.com/
    You will then have an editable mgeg file on your HD to work with.
