I don't want to use TMPGenc plus, because it is very slow to encode. WinAvito DVD is much faster, but it doesn't have setting for birate, etc.....
Can sony vegas re encode MPEG to 3000 birate so that I can put 4 or 5 MPEG2 video into 1 DVD??

Yes you can use whatever bitratre you desire. If you choose MC MPG2 template and then in the advanced settings you can adjust all your parameters to your liking. $500 + is kind of much to spend just to convert MPGs to a DVD though.
No DVD can withstand the power of DVDShrink along with AnyDVD! -
I would recommend to use TMPGEnc Xpress versions because TMPGENC 2.x and below are little out dated and cannot automatically handle all the errors it encounter while encoding.
