I have an ASF video clip shot with possibly the worst video camera on the planet. The only colors that seem to have been recorded were black and red (and too much more of the former than the latter). Can anyone recommend software to brighten up the clip if at all possible?

You could try Virtualdub 1.3C, but it may not work on all types of ASF. If it can open the file, there are lots of filters available in the program, including color and brightness, etc. Many more at http://neuron2.net/

Or if you want to convert it to a more usable format, SUPER may work for that.

    And welcome to our forums.

I would also look at some of the new colour restoration filters at MSU

Specifically the colour enhancement and old colour restoration filters
    Read my blog here.
